Recht und Wissenschaftsethik sind zwei Paar Schuhe.

Zitate sind rechtlich häufig (aber nicht immer!) erlaubt, ohne dass
man den Rechteinhaber (Autor, Fotograf, Verlag, Verwertungsgesellschaft)
um Erlaubnis bittet.

Die Zitatrechte für Fotos, Filme, Musik sind äußerst pingelig
und sehr landesspezifisch. Vorsicht bei internationalen Veröffentlichungen
und bei Veröffentlichungen im Web.

Banalitäten zu ziteren ist affig und allenfalls ein Stilmittel, um
direkte Rede verwenden zu können. Siehe IEEE Computer:
"Silicon is found in sand, which is plentiful and relatively inexpensive
to process, explained Clare."

Für die meisten Zwecke zitiert man nur anerkannte, ordentlich publizierte
("zitierfähige") Arbeiten, nichts Obskures oder Unbedeutendes.

Ein rein formales Zeichen der Zitierfähigkeit ist die ISBN
für Bücher und Tagungsbände (Proceedings) und die ISSN
für Zeitschriften. Über die Qualität ist damit nichts ausgesagt.
Gerade die zweifelhaften Veranstaltungen werben damit, dass der Tagungsband
eine ISBN hat.
